PROGRAM OGRANICZENIA NISKIEJ EMISJI

The aim of the low emission reduction programme
 
The primary aim of the low emission reduction programme is a system limitation of emission of noxious substances to the atmosphere, by complex liquidation of the already existing, ineffective heat sources. The assumed aim is achieved by introduction of subsidies system for the recipients changing old, ineffective heat sources to the ecological, energy-saving heating equipment and renewable heat sources - solar systems.
Assumed target is achieved by introduction of:
- ecological, energy efficient heating equipment,
- renewable heat sources (biomass, solar system and others),
- possibility of complex implementations.

Ecological energy sources
Low emission includes so-called traffic emission and emission from local coal-fired boiler houses and individual domestic furnaces. It is assumed that these are all chimneys of height up to 40 metres, that is all domestic boiler houses and majority of municipal and public utility facilities. Results of tests explicitly state significant exceeding of the European standards applying to concentration of dusts and toxic substances in the air.

Legal basis
The legal basis for Low Emission Reduction Programme on the areas of the individual communes in the Silesia Province is “List of priority undertakings planned to for subsidy from the resources of the Voivodship Fund for Environmental Protection and Water Management in Katowice” Priority 3: Air protection and protection against noise, 3.1: Improvement of air quality and protection of climate on Earth (OA), OA 1: Decrease of emission from fuels combustion processes, OA 1.3: Introduction of area-related programmes of liquidation of low emission, resulting from commune/county operational plans to improve air quality. Low Emission reduction Programmes are executory programmes of Environment Protection Programmes, which voting is an obligation of the Communes and Counties. Low Emission Reduction Programmes present methodology of financing, content-related part and general assumptions. Environment Protection Programmes in Communes are prepared based on:
- the Environment Protection Law,
- the Energy Law,
- the European Union.
The regulations of the European Union applying to the renewable energy imposes obligation to increase percentage share of renewable energy in production of electric energy and heat from level 4% to 7.5% to the 2010 at the latest.

Technical aspects
Retort boilers fired with solid fuel are installed within the scope of Low Emission Reduction Programmes. One of the aims of the Programme is elimination of possibility of combustion solid wastes, therefore list of offered equipment is limited to the boilers with screw-conveyor or piston feeder which are not equipped with the second (emergency) furnace. Comparison of old and new heat source is presented in the below table:

- Low heat efficiency - max. 65%

- Heat efficiency at the level 85-90%

- Bigger amount of ash

- lower fuel consumption (eco pea type coal, fines and biomass)

- bigger fuel consumption

- lower amount of ash

- lower emission of contaminations

- bigger heat losses

- electronic control (the most effective operation, simplicity)

- lower comfort and aesthetics of service
